Mr. Ugo-Ali Lawrence Onu holds a Bachelor of Science (BSc) degree in Sociology from the Ahmadu Bello University (ABU), Zaria in 1993; a Master’s degree in Public Administration (MPA) with specialization in Human Resource Management and Administration from the University of Lagos (UNILAG) in 2002; and a Post Graduate Diploma in Education (PGDE) from the National Teachers Institute (NTI) in 2013 with special interest in Educational Management and Administration.

He is a member of the Nigerian Institute of Management (NIM) and a registered and licensed teacher with the Teachers Registration Council of Nigeria (TRCN).

Mr. Ugo-Ali Lawrence joined the Teachers Registration Council of Nigeria (TRCN) in 2003 as a Senior Administrative Officer (SAO) in the HRM Department and rose through the ranks to the position of Director, Policy, Planning, Research and Development Department between 2021–2025 before assuming duties as the incumbent Director, Human Resource Management (DHRM) in January 2026.

Department Overview

The Human Resource Management (HRM) Department is charged with the day-to-day Coordination of internal administration of the Teachers Registration Council of Nigeria (TRCN). It is responsible for the interpretation of government rules, regulations, policies and circulars. It liaises with the Federal Civil Service of the Federation and other government agencies on establishment matters.

The department is responsible for advising Management and implementing its decisions on staff matters and Federal Government Labour Regulations, among other duties.

HRM Divisions and Responsibilities

The Department is made up of three Divisions, namely: (1) Appointments, Promotions and Discipline; (2) Staff Training & Welfare; and (3) General Services.

1. Appointments, Promotions and Discipline (APD)

The Division among others carries out the following responsibilities:

  1. Recruitment, placement and deployment
  2. Confirmation of Appointments
  3. Transfer of service, secondment and leave matters
  4. Staff Promotions
  5. Liaison with the Office of the Head of the Civil Service of the Federation, Federal Ministry of Education (FME), IPPIS, Federal Character, and Federal Civil Service Commission on Establishment matters among others
  6. Transmission of Government policies and circulars
  7. Custodian, Interpretation and implementation of circulars and extant rules
  8. Staff Disciplinary actions and exits
  9. Registry, Staff Nominal Roll and record management
  10. Prepares Annual (Incremental) Staff variation
  11. Staff Establishment Positions
  12. Issuance of staff identification cards
  13. Any other duty that may be assigned from time to time
2. Staff Training and Welfare (STW)

The Training and Welfare Division among others, takes charge of:

  1. All staff training and development related activities
  2. Verification and Enrollment of potential retirees
  3. Process Staff National Housing Fund (NHF) matters
  4. Liaising with Pension Fund Administration (PFA's)
  5. Staff National Health Insurance Scheme
  6. Provision of refreshment at meetings
  7. Staff Welfare benefits and Conditions of Service
  8. Labour relations and Union matters
  9. Any other duty that may be assigned from time to time
3. General Services (GS)

The General Services Division among others, handles:

  1. Cleaning, reception, transportation and vehicle fleet
  2. Utility bills which include water, sewage, electricity, and cleaning services
  3. Allocation of office space, computers and furniture items
  4. Maintenance of office equipment
  5. Management of fleet and insurance
  6. Management of Council security services
  7. Postages and other sundry matters
  8. Stores' management and supplies
  9. Maintenance and management of Council physical assets
  10. Any other duty that may be assigned from time to time
